The successful candidate for this position will be a contractor with Music Ministry International and be responsible for the following.
INTRODUCTION.
The purpose of this Job description (JOB DESCRIPTION) is to identify the requirements/deliverables of the rabbi needed to perform services as the Rabbi for religious activities on Fort Belvoir Garrison.
The Rabbi shall provide support to the Chaplains and Religious Affairs Specialists, and Religious Support Office (RSO) Department of the Army (DA).
The location(s) and time(s) specified in the JOB DESCRIPTION or modified in the contract by the Contracting Officer.
This requirement will be awarded as a Blanket Purchase Agreement for a five-year period SCOPE OF WORK.
This is a Non-Personal Services Contract between the Fort Belvoir Religious Support Office (RSO) and an independent rabbi to deliver specific requirements and deliverables to the Fort Belvoir Catholic Congregation.
This Statement of Work defines the requirements/deliverables of the rabbi; ensuring the individual free exercise of religion for military personnel, family members, and authorized personnel; a statutory requirement under USC Title X.
The Rabbi must sustain a valid CAC in order to fulfill the requirements of this agreement.
This contract does not create an employer-employee relationship between the Government and Rabbi, as well as any corporation, partnership, business association, other party or legal entity with which the Rabbi may be associated.
The Government assumes no responsibility for costs incurred for services performed by the rabbi that are not included in this contract.
There are no provisions for lodging, employee benefits, medical care, retirement or Workmen's Compensation Insurance.
Payment shall be made monthly on a per service basis.
The Rabbi shall provide support for those services for which no Fort Belvoir Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and volunteers can provide.
The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy.
The Rabbi shall serve the Congregation Community and the greater Fort Belvoir religious support community.
This contract is not a fulltime position with a standard 9.
AM to 5.
PM, Monday through Friday work environment.
Workdays and hours will vary according to the approved Calendar of Events, tasks outlined in the CLINs and the time of meetings.
Many of the tasks will require evening and weekend hours.
No UMT member, military member, DA Civilian, fellow rabbi or volunteer can supervise or direct the Rabbi or control the method by which he/she performs the required tasks.
Under no circumstances shall a work schedule be prepared for the Rabbi or the impression be given that the Rabbi is an employee of the Government.
It is the responsibility of the Rabbi to guard against any actions that are of the nature of personal services, give the impression of personal services or portray his/her position as that of an employee.
Under no circumstances shall a Rabbi provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow rabbi or volunteer, nor shall he/she represent in an official capacity of the Federal Government, U.
.
Army or Air Force or the local congregation that the contract supports.
The Rabbi shall adhere to all security and weather warnings and notifications.
In the event that inclement weather causes the cancellation and/or postponement of an event, the Rabbi will not be penalized.
PERIOD OF PERFORMANCE.
The contract shall be for 01 October- 30 September ; and parties may renew this agreement with mutual assent in writing for Fiscal Year (FY) ; FY ; FY ; and FY .
REQUIREMENTS/PERORMANCE STANDARDS.
The Rabbi shall perform the following.
Planning sessions.
Coordinate a monthly Planning Session with the Installation Chaplain or his representative to advise the Staff Chaplain Directorate of the religious support needs of the Jewish Congregation, to communicate religious and logistical support requirement needs of the congregation, and to coordinate planning for regular and special services and events expected to occur in the next 90 days.
(NTE 12 Ea) 1.
Conduct Friday Evening Worship Services.
(NTE 52 Ea) 2.
Conduct Saturday Morning Worship the first Saturday of each Month.
(12 EA) 3.
Conduct all religious services and activities associated with the Jewish Fall holidays, to include Rosh Hashanah(RH), Yom Kippur (YK), Succot, and Simchat Torah.
Specific functions to be performed include.
* Working with the volunteer Jewish leadership and Cantor to plan and support the services.
(SCD to contract for Cantor) *Coordinating with the Fort Belvoir Staff Chaplain Directorate (SCD) required set up of the Chapel for the respective services/dinners and the scheduling and publication of a schedule for all the Services.
SCD will publicize all events and provide all necessary support requirements.
*Instructing chapel staff on the appropriate means of obtaining information for the Yizkor list.
(Chapel staff will receive reservations for the Yom Kippur Break-the-Fast and Succot dinners per instructions from Rabbi.
Chapel staff will bear responsibility for the erection between YK and Succot of a Succah next to the main Post Chapel) under the supervision of the Rabbi.
* Conduct of a Simchat Torah service and coordinate celebration requirements for the service attendees.
4.
Oversight and support of Purim, Passover, Shavuot Chanukah a.
Purim.
Oversight of Congregational Purim Celebration.
Coordinate with volunteers and the Staff Chaplain Directorate (SCD) requirements for Purim Party, and coordinating with the volunteer leadership for a service to read the Purim Megillah.
Passover.
Conduct Passover Seder coordinating requirements with SCD.
(SCD will acquire a Kosher caterer and appropriate kitchen and serving support.) Shavout.
Conduct Shavout Service.
d.
Chanukah.
Conduct and coordinate with SCD a Chanukah celebration, including the display of a Chanukah Menorah and a candle lighting ceremony on the first night and a appropriate festivities following the lighting of the Menorah.

Responding to specific inquiries regarding Jewish rites, theological questions, memorial affairs, and religious inquiries (NTE 52 ea).

Conduct Special Religious Services.
Bar and Bat Mitzvahs, Baby Naming, weddings, funerals, memorial services, Brit, and other special services not conducted in conjunction with regularly scheduled services (NTE 10 ea).

WRITTEN AGREEMENT The parties may alter this agreement at any time with mutual assent in writing.

RABBI QUALIFICATIONS.
The Rabbi must provide a resume and documentation to substantiate personal qualifications.
Although a specific degree is not mandatory, any credentials pertaining to this position, training and experience is considered in the award of this contract.

In accordance with DoD Policy “Background Checks on Individuals in DoD Child Care Services Programs” the rabbi shall apply for an maintain a CNACI (National Agency Check with Inquiries).
The Policy states.
